Pa. received $7.3 billion in federal COVID-19 rescue aid. The new state budget spends $1 billion of that money

But Democrats expressed dismay that most of the federal aid to help recover from the COVID-19 pandemic isn’t being used. Pennsylvania received nearly $7.3 billion in federal aid in the American Rescue Plan, but $1 billion is being used in the new state budget.
